European University Foundation

Aims

The European University Foundation (EUF), with headquarters in Luxembourg, will constitute the parent organization, the "umbrella", of the intended alliance of European universities. The foundation will assume central functions of coordination for the universities. The alliance will be set up by cooperation contracts between the foundation and the individual universities. A prerequisite for intensive and successful collaboration among the universities is a high degree of individual freedom of action. The participating universities must be able to make the necessary agreements among themselves. For a university to take part in Campus Europae, the institution must undertake appropriate measures in order to satisfy - to the extent permissible under the relevant national legislation - most of the following criteria within a reasonable time:

  • capacity to appoint and dismiss staff
  • power to conclude contracts
  • budget control
  • independence of decision-making regarding curricula
  • independence of decision-making regarding the structure of the organization
  • the right to select students
  • the right to collect financing contributions from students

Composition

The EUF, based in Luxembourg, will be composed of following bodies:

  • The General Assembly, consisting of its University Members and Non-University Members, includes representatives of the participating universities;
  • The Administrative Board consisting of five to nine members, who are appointed by the General Assembly. The Administrative Boad shall steer and supervise the business of the European University Foundation within the framework of the Charter;
  • The Secretary General, appointed by the Administrative Board;
  • The Student Council, consisting of one student representatives from each university.

In General Assembly of Campus Europae on November 17, 2003 representatives of all participating universities signed the Charter of European University Foundation. This is the official start for the Foundation, which will act as a central coordinating body for all activities related to the Campus Europae network.
